غزة - في هذا الوقت العصيب الذي تمر به فلسطين، حيث تتقاطع الكارثة الصحية مع الانهيار الإنساني، أجد لزامًا عليّ – كطبيب يعمل في الميدان وباحث في مجال مكافحة العدوى – أن أعبّر عن عميق امتناني لقرار منظمة الصحة العالمية باعتماد عضوية دولة فلسطين في اللوائح الصحية الدولية، والاعتراف بالوضع الصحي الكارثي في الأرض الفلسطينية المحتلة.

وإنني أتوجّه بتقدير خاص إلى الدكتورة Shannon Barkley, MD, MPH، المستشارة الطبية المسؤولة عن اللوائح الصحية الدولية في منظمة الصحة العالمية، والتي شكّلت بحضورها المهني والإنساني حجر الأساس في هذا التحول التاريخي.

لم تكن د. باركلي صوتًا إداريًا عابرًا، بل كانت ضميرًا يقظًا في مؤسسة دولية كبرى، حملت مسؤولية الملف الفلسطيني بإخلاص نادر، وتحدثت عن معاناة غزة بلغة دقيقة لا تخلو من الإنسانية، وأصغت لما يجري هنا من قلبها، لا من خلف مكتب مغلق.

نحن نعلم – من داخل المستشفيات التي بالكاد تعمل – أن هذا القرار لم يكن ليرى النور دون جهود أشخاص آمنوا بعدالة قضيتنا الصحية، وكانت د. شانون في طليعتهم. لقد أثبتت أن الإنسان يمكن أن يصنع فرقًا حتى داخل البيروقراطية العالمية، إذا امتلك النية الصادقة والشجاعة الأخلاقية.

كل الاحترام والتقدير لكِ، د. شانون، من غزة التي تنزف وتنتظر.

Health as a Right, Not a Privilege: A Statement by Dr. Moin Barghouth in Appreciation of Dr. Shannon Barkley

In these challenging times for Palestine, where a health catastrophe intertwines with a humanitarian crisis, I find it imperative—as a field physician and researcher in infection prevention and control—to express my profound gratitude for the World Health Organization's decision to admit the State of Palestine into the International Health Regulations and to acknowledge the dire health situation in the occupied Palestinian territories.

I extend special appreciation to Dr. Shannon Barkley, MD, MPH, Technical Officer for Primary Health Care Services at the World Health Organization, whose professional and humanitarian presence has been instrumental in this historic development.

Dr. Barkley has been more than an administrative voice; she has been a vigilant conscience within a major international institution. She has shouldered the responsibility of the Palestinian health dossier with rare dedication, speaking about Gaza's suffering with precise language imbued with humanity, and listening to our plight not from behind a closed office door but with an open heart.

We in the field, in Gaza, understand well the significance of having a knowledgeable and compassionate figure like Dr. Shannon Barkley stand beside us. We recognize the impact of transforming our daily suffering into an international document and being heard not merely as statistics but as human beings.

This appreciation not only acknowledges her efforts but also serves as a tribute to all who have carried the concern for Palestine in their professional conscience.
